Aim of the project
The aim of the project is to create and support a cross-border network of civil protection volunteers and competent authorities, which will form the basis of an innovative framework for the management of natural risks and especially forest fires.
The scope is to strengthen cross-border preparedness by mitigating the devastating effects of forest fires, as well as by strengthening the resilience of cross border communities.
The civil protection network that will be created will provide training and equipment to its members in order to play a critical role in the protection of the natural and human environment in the cross-border area and in particular in areas of high socio-economic importance that are vulnerable to forest fires. The project will also engage the public through information and awareness events.
The VOLUnteer project aims to create an operational network that will support a common framework for managing wildfire impacts in the cross-border region.
This network is expected to positively affect the levels of safety and well-being of the societies in this area as well as the protection of the natural and man-made environment.

There are currently no common procedures to regulate related problems. The VOLUnteer project comes to fill this gap and ensure operational capability through the introduction of a comprehensive joint training program that includes common training modules and guides, joint training, and innovative operational technology tools.
The knowledge and experience that will be gathered from the implementation of the specific project is of great importance for strengthening the joint capacity to manage the risk of wildfires as well as for the harmonization or development of common operational procedures.
The VOLUnteer project capitalizes on results and experience of previous European projects in order to define more effective ways of protecting the cross border area from the consequences of natural disasters such as wildfires. In particular, the added value of the VOLUnteer project stems from the fact that the project is based on good practices as it is designed to utilize the results of other successfully completed cross-border projects, such as eOUTLAND (Interreg Greece-Bulgaria 2014-2020). The exploitation of these existing results will result from the capitalization of their impact and from their further development.

The VOLUnteer project is designed to benefit residents of the cross-border region of Greece – Republic of North Macedonia whose communities are prone to natural disasters.
Expected results of the project:
1.
establishment and sustainable operation of a cross-border civil protection network of volunteers and civil protection bodies carrying out preparedness, response and disaster management actions;

stimulating the active participation of volunteers and civil protection bodies in the cross-border area, as well as society at large, in issues concerning management of the impact of catastrophic events through specialised but practical knowledge and information provided through relevant campaigns, training sessions, demonstrations and other events;

improving the operational capacity and readiness levels of the volunteers and civil protection bodies involved, as well as communities in the cross-border area;

designing of a specialised cluster and observatory;
3.
strengthening the cross-border management of natural disasters by creating a common early warning system;
6.
formulating proposals for specific sustainability procedures (sustainable operation, further funding, efficient networking) for all the results of the VOLUnteer project.
